Travelers entering Guangdong via HK require nucleic acid tests&.

Starting from 10:00 am, July 17, inbound travelers entering Shenzhen and Zhuhai via Hong Kong must hold a negative nucleic acid test result from within the preceding 72 hours, which should have been issued by a qualified testing agency recognized by the Hong Kong SAR Government, and undergo 14-day medical observation in designated venues.

Those approved to be exempt from isolation after entry, include important officials or business personnel, cross-border truck drivers and students, and those who conform with the mutual recognition policy of isolated medical observation between Guangdong and Hong Kong, shall continue to follow current regulations.

People who travel from Hong Kong to Shenzhen and Zhuhai in South China's Guangdong Province are from Friday required to present valid negative COVID-19 nucleic acid test results and undergo a 14-day medical quarantine. The above new rules also apply to entries from Hong Kong via the Hong Kong-Zhuhai-Macao Bridge Zhuhai Port.

On Thursday night, both Shenzhen and Zhuhai issued statements requiring people entering the cities from neighboring Hong Kong to present valid negative COVID-19 nucleic acid test results issued by a testing institution recognized by the Hong Kong government, stating results will only be considered valid if they were issued within 72 hours of the sample collection date. People traveling from Hong Kong also have to accept a 14-day medical quarantine. 


The announcements came as neighboring Hong Kong has been hit by a third wave of the coronavirus this month, recording 63 new cases on Thursday, setting a single-day record. 

The Hong Kong Special Administrative Region government issued a statement late on Thursday reminding residents of the new COVID-19 prevention and control measures in Guangdong, and expressing understanding toward the measures. 

As the local virus situation has become severe recently, some in Hong Kong may wish to go north to Guangdong, which would unduly burden boundary control points and health quarantine facilities in the Chinese mainland, the Hong Kong government said. 

Guangdong and Hong Kong have been in discussion in the spirit of joint prevention and control of the virus in both places, the statement read. 


Facing the severe challenges, Shenzhen Customs has been closely tracing fluctuations of the epidemic globally and guided ports to take more precise measures for epidemic control and prevention, said Lin Lin, an official with customs. 

Existing measures such as temperature check and coronavirus nucleic acid testing for every inbound passenger has been strictly enforced, and all inbound passengers are bound to a 14-day isolation, except for passengers who met certain conditions such as students who hold certificates to prove they tested negative for the virus within the past week.

Customs has also increased staff on duty to cope with increasing numbers of passengers to reduce their stay at the port, he said. 

Recently, about 3,000 passengers have been arriving in Shenzhen daily via the Shenzhen Bay Port, a major route for people coming in from Hong Kong. Before the latest COVID-19 outbreak in the SAR, there had been between 200 and 300 passengers entering each day, according to a report on Thursday by local newspaper Shenzhen Economic Daily. 

The number of arrivals in the port has significantly increased since Monday, causing the port to run at full capacity. The port authority has increased the number of vehicles and designated hotels to transfer and isolate inbound passengers, the report said, citing Peng Yaojiu, an emergency management official in Shenzhen's Nanshan District.
